Harry Black Foard, Jr., 68, of Columbia, NC, passed away Tuesday, December 31, 2013 at Universal Healthcare in Concord, NC. Mr. Foard was born September 10, 1945 to the late Harry Black Foard, Sr., and the late Betty Hedrick and Glen Marcus Hedrick, Sr. formally of Shelby, NC. A memorial service was held at Sunset Cemetery on Sunday, January 12, 2014. He is survived by two brothers, Glen Marcus "Mark" Hedrick, Jr. and wife Judey of Lincolnton, NC and Jeffery Allen Hedrick of Maine; a sister, Ginger Hedrick Branton and husband Doug of Richlands, VA; a special friend, Betty Barnes of Smithfield, NC; nieces, April Branton Good and husband Alan of Altavista, VA and Andrea Branton of Asheville, NC; and nephew Derek Haneline and wife Lindsay, Stanley, NC. Harry was a member of the Wesley Memorial United Methodist Church in Columbia, NC, member of the Columbia Rotary Club as President and a Paul Harris Fellow, Vice Chairman, Albemarle Commission Private Industry Council and Chairman of the Youth Council of Northeastern Workforce Investment Consortium. Mr. Foard spent 38 years of his life working and caring for children and adults through the Department of Social Services of Johnston County (Director Foster Child Care), Moore County (Supervisor), Halifax County (Assistant Director) and Tyrrell County (Director, 18 years). He graduated from Warwick High School in Newport News, VA then continued his education at Christopher Newport in Newport News, VA where he received a bachelors degree, then graduated from North Carolina State University in Raleigh, NC with a bachelors degree in Social Services and he also received his masters degree in Social Services and Administration at University of North Carolina, Chapel Hill, NC. Harry was a member of NC Association of County Directors Department Social Services and the Eastern Regional Director of Social Services. He was a lay leader of the Tyrell County Ministerial Association and started the Christian Emergency Relief Fund (CERE). Harry was a Certified Red Cross Volunteer for Emergency Evacuation Shelters. Memorials may be made to Lansinger Foster Child Foundation, PO Box 911, Smithfiled, NC 27577, church or charity of donors choice. Hartsell Funeral Home is serving the Foard family.
